McCarthy juggles Biden impeachment inquiry, looming shutdown threat

The House is back from summer break with just 11 working days to pass spending measures and prevent a government shutdown. On his first day back, House Speaker Kevin McCarthy announced he is directing three committees to open an impeachment inquiry into President Biden.
